The 'story' that a windswept tree tells is that of a tree on a mountain or cliff, the tree has been buffeted by strong winds and only those branches on the leaward (downwind) side have survived.
This Bonsai is owned by the collector Bobby Gopiao which has won the Philippine Bonsai Competition. I don't know the current state of the tree as the stories before the lower branch is already dying.
